What would a storyboard program do? I don't understand. Just draw some picutres and voila!, you got a storyboard. :>

Just open up the zip file and scroll down a little bit until you find StoryBoardPro(.exe)
print out layout boxes.
draw in layout boxes.
scan in.
repeat.
Probably the best paper-based solution here.
The thing I don't like about paper is that I feel like it's messier than just drawing everything on a tablet. Software just seems like it'd be more organized than having sheets of paper.
And when you have to scan in the papers, it would be much easier to just use software at that point. Especially when my scanner's broken.
Not completely dissing your idea, but all I'm saying is that software would be easier. That's what computers are here for, anyway.

I'll just admit it. I'm really bad at pencil and paper. I know storyboards are just sketches, but I just make a giant mess of erased lines and ect.

This is what I use, and it might help. For this program, however, you have to actually draw the storyboards in another program and then put the pictures in here. But you can add notes and stuff and you can play the storyboard like an animation reel.
